Entitlements and rights

When the Older Americans Act was reauthorized in 1992, a new Title VII was created that, for the first time, focused on elder rights including the prevention of elder abuse. Specifically, Title VII fosters activities to help vulnerable older people exercise their rights, secure the benefits to which they are entitled, and be protected from abuse and neglect. This new Title symbolized the federal government's new zero-tolerance stance toward elder abuse. Although the allotment has been relatively small ($2-4 million nationally), it has been essential in helping mobilize the aging network and communities to implement elder abuse prevention programs.
