Barriers
Many commercial and non-commercial recreation and leisure service agencies often fail to effectively meet the leisure and recreational interests of disenfranchised groups, including minorities, people with disabilities, women, older adults, and people living in poverty.
Other barriers include high fees, limited hours of operation, and failure to offer information in multiple languages. In a survey of state agencies conducted by the Texas Department on Aging (now Texas Department of Aging and Disability Services), TDoA was the only agency that reported providing recreation activities for older adults.
