For example, the Medicaid Non-Emergency Medical Transportation Program (MTP) is a statewide program responsible for ensuring that Medicaid clients receive transportation assistance to their medical and dental appointments. MTP is an entitlement program under Title XIX of the Social Security Act and is jointly funded by the state and federal government. In FY 2001, the MTP provided 2,618,924 one-way trips for 120,089 clients, of which 60 percent were children under 21.
The Texas Department on Aging and Disability Services, in conjunction with area agencies on aging (AAAs), and multiple community-based organizations, helps many older people obtain transportation. Through Title III of the Older Americans Act, funding is available to provide transportation that helps consumers access needed services. In FY 2002, AAAs provided 1,004,978 one-way trips to over 26,000 people. However, the transportation services offered through AAAs do not begin to meet the needs of older adults in their communities.
